C-23 Clay County Public Schools Career and Professional Education Strategic Plan 2008-2013

Issue/Rationale

The Career Academy Professional Education (CAPE) Act requires that each district submit a School Board approved five year strategic plan to DOE.  This document is in response to that requirement.  The legislation provides for a .3 FTE increase to the district for each career academy student who earns an industry certification from a certification list approved by Workforce Florida Inc. (WFI), the Workforce Board, and DOE.  A primary purpose of the attached document is to ensure the  Clay County School Board can earn the .3 FTE for students who earn an industry certification as outlined in the CAPE Act.

The CAPE Act academies must meet certain basic criteria that are included as the bulleted points in the executive summary of the strategic plan.  The plan contains academies to be placed on the approved CAPE academy list for the purposes of earning the funding; this list is not consistent with the list of Clay County School Board academies that are contained in published documents from the Career and Technical Education Department.

The remainder of the Clay County academies will be added to the strategic plan as industry certifications are added to the approved certification list and teacher credentials and certifications become aligned with the list.  All academies are striving to meet national, regional, and state standards.   



Recommended Action
The Superintendent recommends approval.   

Financial Impact
Increase in earned FTE for Career and Technical Education.
